This tute was originally written by Moondogee. Alas, it was lost along with so many other great sites and tutes with the collapse of DreamServer. I have attempted to replicate his tute. I pray I've done justice to what I've learned from him and so many other Webtv/Msntv Imagineers.
Choose any background. If it's a jpg, take it to ImageMagick first. I chose this one from this site Christmas Fills. Click on the Resize tab. Put 250x250! in the parameter box. Scroll down to Blur and change the coordinate to 0.0, choose Lanczos from the Filter dropdown menu, scroll up and click on the Resize button. 
Next, click on the Draw tab. From the Primitive dropdown choose Line if it's not already showing. Put +125+0 +125+250 in the parameter box. No fill color, Stoke color of your choice - I used #043000 (a wonderful dark green), Stroke width 5. 
Next Draw: +0+125 +250+125 Leave everything else the same. 
Note: When Moon did the original tute he used a bar for the ribbon. If you choose to do that instead of Draw, then Use Composite Over +0+0 Center for the first one, then Composite Over +0+0 Center Rotate 90 for the second one. Ouput: Format: gif; Storage type: single file; Image type: Truecolor Matte; Compress: LZW. Grab the temporary url and take it to gifworks I have The QuickFind ~ WebTV Tools on an Fkey and use that for uploading gifs at gifworks...it's a little faster than going to gifworks and then uploading the url when you get there. Click on Effects and choose Cube from the dropdown menu. Then click on Edit and choose Smartcrop. Click on Edit again and choose Resize. I resized to 100x100 because I need small gifts. 
Click on File and choose Save. You can either fill in the info in the boxes or scroll down to the webtv users link to bring up your gift and t/l in your usual way, or grab the temporary url. Back to IM with your gift. It's time to put a bow on it. Here's the dingbat I used Here's the charset so you can pick the bow you want to use. Thanks to MrsK for the charset. You can check out her imaging group here: MsVsMagic You'll have to play with the point size under Annotate to fit your gift, but here's what I did... Put f in the text box. Fill Color: darkgreen; Stroke Color: #043000; Point size: 55; Stroke width: 1; Font: as noted above; Rotate: -5 Here it the result: 
Note: In the original tute, Moon made the bow at gifworks. As soon as I use the instructions he sent me after reviewing this tute, I'll add that information.
